Protect Free Expression and Community Voices
We call for meaningful amendments to Bill C-9, the Combatting Hate Act, to ensure that Canada’s response to hate-motivated harm delivers substantive equality, constitutional accountability, and real-world protection for Black communities.
Hate crimes are already criminalized under Canadian law.
Bill C-9 weakens safeguards and lowers the threshold for defining “hate.”
Without explicit recognition of anti-Black hate, unequal protection risks remain.
BMCC calls for Bill C-9 to be strengthened through targeted, substantive amendments that:
Protect freedom of expression and due process
Ensure equal protection in practice, not only in principle
Address documented patterns of anti-Black hate and racial intimidation
Maintain public trust and constitutional accountability
By submitting this form, you are supporting BMCC’s call for a justice framework that confronts hate-motivated harm without undermining fundamental rights.
Community voices matter in shaping legislation that affects public safety, economic participation, and institutional trust. Your support demonstrates that these recommendations reflect the lived realities and leadership of Black Manitobans.
